File-Based Backup and Restore – Steps to Restore

https://docs.vmware.com/en/VMware-vSphere/8.0/vsphere-vcenter-installation/GUID-F02AF073-7CFD-45B2-ACC8-DE3B6ED28022.html
You can use the vCenter Server appliance GUI installer to restore a vCenter Server to an ESXi host or a vCenter Server instance. The restore procedure has two stages. The first stage deploys a new vCenter Server appliance. The second stage populates the newly deployed vCenter Server appliance with the data stored in the file-based backup.

Note: If the vCenter Server instance is part of a vCenter High Availability cluster, you must power off the active, passive, and witness nodes of the cluster before restoring the vCenter Server.

I have an vCenter which has been backed up at NFS

To start the store process, mount the ISO of same version and start the installer.

Note: If you do not know the version of the Source vCenter, you can open the backup-metadata.json in the files which were backed up.

"Product": "VC-7.0U2b",

Click on Restore.

Click Next.

Accept the License.

Enter the Backup Location.

Enter the ESXi details.

Give a VM Name.

Select the same deployment size of the source.

Note: You can get the deployment size of the Source vCenter from backup-metadata.json.

        "DeploymentSize": "tiny",

Select a Datastore.

Click Finish.

In the Stage 2, click Next.

Validate the backup details.

Click Finish.

The restore process would start.
